An observational portrait of a dynamic barrio in Petare, Caracas – the largest informal settlement in the city – explores the power dynamics, governance models and internal politics of state-funded communal councils and their leaders during the presidency of Hugo Chavez. Through candid conversations with community leaders, environmental, housing and labour challenges in the community begin to surface.
